Sub-committees
Members of the Council sit on various sub committees. Each sub-committee makes recommendations connected to a particular area of the council’s work, such as human resources or asset management.

Asset Management Sub-committee
Members of the Asset Management Sub-committee consider matters relating to the Council's assets, including land, property, information and communication technology requirements. Minutes for previous meetings are in the list of all Asset Management meetings.
Community Development Fund Sub-committee
Members of the Community Development Fund (CDF) Sub-committee consider applications for financial assistance from the fund from groups and clubs hoping to develop projects and facilities to enhance their community. Harbour Authority Sub-committee
The Harbour Authority Sub-committee exercises the function of Duty Holder, with responsibility for the safety of all harbour activities. Minutes for previous meetings are in the list of all Harbour Authority meetings.
Human Resources Sub-committee
Members of the Human Resources Sub-committee consider policies and procedures relating to human resources, matters relating to the staffing etc of the Council and conditions of service for employees. The Sub-committee also sits as the Staff Appeals Sub-committee. Minutes for previous meetings are in the list of all Human Resources meetings.
Investments Sub-committee
Members of the Investments Sub-committee consider matters relating to the management of the investment of the reserve funds, including the appointment and monitoring of fund managers. The Sub-committee also considers the applications of reserve fund monies, including making loans. Minutes for previous meetings are in the list of all Investments meetings.
Pension Fund Sub-committee
The Pension Fund Sub-committee has responsibility to discharge all functions and responsibilities relating to the Council’s role as administering authority for the Orkney Islands Council Pension Fund (the Pension Fund) in terms of the Local Government (Scotland) Act 1994, the Superannuation Act 1972 and the Public Service Pensions Act 2013. The Scheme of Administration also sets out details of the Pension Board, established under the provisions of The Local Government Pension Scheme (Scotland) Regulations 2014. The Pension Board meets at the same time as the Pension Fund Sub-committee and considers the same agenda items.
Police and Fire Sub-committee
The Scottish Parliament approved the establishment of a single Police Service and a single Fire and Rescue Service for Scotland which came into operation on 1 April 2013. A local policing officer and a local senior fire officer are designated for each local authority area, who work with the local authority and other partners in determining priorities and objectives for their respective services. A local plan for each local authority area is agreed between the relevant local officer and the local authority, setting out priorities, objectives and arrangements for local service delivery.
The Police and Fire Sub-committee considers matters concerning the scrutiny of and engagement with the Police service and the Fire and Rescue Services in terms of the Police and Fire Reform (Scotland) Act 2012 and the Fire (Scotland) Act 2005 respectively.
