Council Pay and Display Car Parks
Parking in the Council's pay and display car parks is free for disabled people provided:
- You display a blue badge on the windscreen of your vehicle.
- You park in a marked bay.
On-street Disabled Persons’ Parking Places
The Disabled Persons’ Parking Places (Scotland) Act 2009 came into force on 1 October 2009. The Act makes provision for the duties of local authorities in relation to parking places for use by disabled persons’ vehicles.
Disabled parking places are for people who have severe problems getting around and who currently have a blue badge. In order to qualify for a disabled persons’ parking place you must have a blue badge and a suitable vehicle which must be registered with DVLA to your address.
The Council has a duty to consider an application for a disabled persons’ parking place at or near the home of some individuals who have severe mobility problems. All new applications for disabled persons’ parking places will be assessed by Neighbourhood Services and Infrastructure and where a new advisory disabled persons’ parking place is installed, a Traffic Regulation Order (TRO) will need to be processed. These places will not be enforceable until the TRO process is complete.
If you feel you may qualify for a disabled persons’ parking place, please complete the "Application for Disabled Persons’ Parking Place" available from ‘Related Downloads’ and return it with a photocopy of the V5 – vehicle registration document (do not send the original) – to Neighbourhood Services and Infrastructure, Orkney Islands Council, School Place, Kirkwall, Orkney, KW15 1NY.
Remember, when using a disabled persons’ parking place:
- You must have your blue badge on display in your car otherwise the Police/Traffic Warden can issue you with a fixed penalty notice.
- These parking places are not for your exclusive use and can be used by anyone displaying a blue badge.

The Blue Badge Scheme of Parking Concessions for Disabled and Blind People
The Blue Badge Scheme is governed by Regulations approved by Parliament. The Scheme is principally designed to allow people with severe walking disabilities to park close to places they wish to visit. It is essential that Badges are issued only to people who would otherwise be incapable of visiting shops, public buildings or other places.
