In this section of the OIC web pages you will find a selection of useful energy documents and reports relevant to the Energy field, stored in the Library with web access to the original document.
We are always looking for additional original energy articles to add to this Library. If you have any documents you think should be added to the Library send them to Elizabeth Wright via email. The Future is Local (July 2011)
Empowering communities to improve their neighbourhoods Sustainable Development Commission. This report builds on the experience of numerous case studies which demonstrate the wide range of sustainability benefits that can be achieved from retrofitting and upgrading the infrastructure. The Commission believes that this necessary process can be done in a way that achieves multiple benefits; generating jobs and skills, reducing carbon emissions and waste and at the same time engaging with communities in a way that ensures that they are part of the process of achieving a better quality of life for themselves and those around them.
UK Renewable Energy Roadmap (July 2011)
This document sets out UK’s shared approach to unlocking UK’s renewable energy potential. The document builds on the actions already underway: financial support mechanisms for renewables, the Green Investment Bank to help companies’ source investment in green infrastructure, and encouraging the development of new offshore wind manufacturing facilities as port sites.
2020 Routemap for Renewable Energy in Scotland (July 2011)
This document is an update and extension to the Scottish Renewables Action Plan 2009. This update reflects the challenge of new target to meet an equivalent of 100% demand for electricity from renewable energy by 2020, as well as our target of 11% renewable heat. The Route Map presents actions which are focused on targets, within the current development of UK regulatory support, arguing constructively for the UK Government to ensure that such support matches Scotland’s ambitions.

Renewable Heat in Scotland, 2010
A report by the Energy Saving Trust for the Scottish Government(March 2011). An update of the Sustainable Development Commission’s Renewable Heat database with installations now known to be operating, those currently under construction and those in planning, providing a short report of the findings, including an update of the estimates of capacity and heat production based on the data obtained.
Public Bodies Climate Change Duties
Putting them into practice. Guidance required by Part 4 of the Climate Change (Scotland) Act 2009 (February 2011). This guidance has been prepared to assist public bodies in complying with the duties placed upon them by Part 4 of the Climate Change (Scotland) Act 2009. This guidance has been developed to assist public bodies in addressing climate change action as a key strategic issue and in mainstreaming it alongside other corporate priorities.
Zero carbon Britain 2030. A New Energy Strategy – The second report of the Zero Carbon Britain project (2010)
This report presents detailed information and argument to demonstrate that zero emissions by 2030 is within reach – given appropriate commitment, dedication and effort on the part of government, industry, NGOs and the public at large.
A Low Carbon Economic Strategy for Scotland (November 2010)
This strategy builds on the response from Scottish business, industry and research base, provides a framework to complement the work of the 20:20 group. It provides a Scottish focus, alongside UK Government initiatives, on what action is required to transform Scotland’s industries and infrastructure, into exemplars to the world of what can be achieved in the pursuit of a low carbon economy.
Draft Electricity Generation Policy Statement 2010 Scotland – A Low Carbon Society (November 2010)
This report sets out the Scottish Government’s latest position on the role of renewable electricity and fossil fuel generation (coal, gas, oil) in Scotland’s future energy mix. It gives a clear view on the need for both rapid expansion of renewable electricity across Scotland and the underlying requirement for new efficient thermal capacity in this low carbon generation portfolio. It is based on the latest research studies on future energy supply, storage and demand, and takes account of the changing policy context in Scotland, the UK and the EU since the 2nd National Planning Framework was published in June 2009.
Conserve and Save The energy efficiency action plan for Scotland (October 2010)
This document sets out the framework for the Scottish Government’s comprehensive approach to energy efficiency and micro-generation. It focuses on their contribution to energy and economic development, their role in reducing energy consumption in buildings and transport, and their role in delivering climate targets.
A Sustainable Energy Strategy for Orkney (December 2009)
Although a non-statutory document, it is closely linked to a number of statutory strategies and plans. It is intended that the strategy set out in this document will guide the Council and other Community Planning partners in undertaking a wide range of actions in future years.
Renewable Heat in Scotland Sustainable Development Commission Scotland report to the Scottish Government (July 2009)
This document reports on the investigative findings of delivering renewable heat in Scotland, to help inform the level of any future support and intervention required to deliver its target, it provides an accurate benchmark of the level of renewable heat currently in use in Scotland. As part of the study SDC developed a database with information on all significant renewable heat installations in Scotland.
Climate Change Delivery Plan Meeting Scotland’s Statutory Climate Change Targets (June 2009)
This Delivery Plan sets out how we will achieve the statutory emission targets which lie at the heart of the Bill. The Plan sets out what we need to do now, and in the medium and long term, to achieve the emissions reduction targets. It is the precursor to the more detailed statutory Report on Proposals and Policies to be produced in 2010, which will set out how we will meet the annual targets out to 2022.

Energy Policy: An Overview (Sept 2008)
This short document sets out the Scottish Government’s approach to energy policy. It has 3 linked purposes:
- To provide a statement that encourages the involvement of all stakeholders.
- To provide a clear context for the work of the Scottish Government and its partners in policy development and delivery.
- To encourage increased levels of innovation and investment in energy related projects in Scotland.

Aims to identify the environmental and commercial risk to Orkney Islands Council resulting from the use of energy and fuels in the Council’s day to day operations.
Towards 2016 – Fuel Poverty
Successive Scottish Governments have recognised that fuel poverty can no longer be an acceptable part of Scottish life; and the target of eradicating fuel poverty "as far as is reasonably practicable by 2016" is not just a worthy aspiration but a statutory commitment. Significant steps have been taken towards that target in recent years, and many people have been lifted out of fuel poverty, but recent price rises are pulling too many people back into the daily struggle that fuel poverty represents. The Scottish Fuel Poverty Forum were challenged to come up with a strategy to make the most effective use of existing resources, and we have tried to do so in this document.
Role of Domestic Renewable Energy Technologies in Alleviating Fuel Poverty
Sheffield Hallam University report based on the findings of a two-year study, funded by the Eaga Charitable Trust, into the role that micro-generation technologies can play in alleviating fuel poverty in the UK.

Historic Scotland Testing on Solid Wall in Real Buildings - Technical Papers
HS have done a lot of in-situ testing on solid walls in real buildings across Scotland, some of the figures in Technical Papers 10 (and 2).
In addition there are a number of short, easy to read summaries of Historic Scotland's current research and also some useful reports by Changeworks.
