IJB Governance
This section sets out the Integration Joint Board’s governance information, policies, plans and procedures.
Orkney Integration Scheme
The Public Bodies (Joint Working) (Scotland) Act 2014 requires health boards and local authorities to integrate planning for, and delivery of certain adult health and social care services. These parties can also choose to integrate planning and delivery of other services including additional adult health and social care services beyond the minimum prescribed by Scottish Ministers and children’s health and social care services. The Act requires health boards and local authorities to prepare, agree and consult on an integration scheme setting out how this joint working is to be achieved. In Orkney, NHS Orkney and Orkney Islands Council have opted to delegate functions to an integration joint board. This board is a separate legal entity.
Performance
The Integration Joint Board (IJB) requires an information and reporting structure which enables the Board to assess the effectiveness of delegated services through a core set of indicators which measure performance through local and national indicators and targets for improvement. The following list represents the types of performance reports which will be subject to scrutiny by the IJB:
- An annual work plan from the Chief Officer setting out the key objectives for the year against the delivery of the Strategic Plan.
- Revenue Expenditure Monitoring Reports.
- Performance Monitoring Reports.
- Regulation and scrutiny activity.
- Child and Adult protection.
- Service Plans.
- Workforce Planning report.
- Risk Registers.
The Performance Management Framework has been developed to provide information on current performance and explore shifts in performance trends over time, where available and appropriate. The information will sup-port the production of the Partnership’s Annual Performance Report and will enable it to report on the areas specified in regulation, including the following:
- Progress on the delivery of the national health and wellbeing outcomes.
- Information on performance against key indicators or measures.
- How the strategic planning and locality arrangements have contributed to delivering services that reflect the integration principles.
- An overview of the financial performance of the IJB.
The Scottish Government has prescribed a set of 9 Health and Wellbeing Outcomes and associated suite of National Core Integration Indicators, which all Health and Social Care Partnerships across Scotland should achieve through Integration.
Following the refresh of the Performance and Audit Committee’s Terms of Reference, the membership of the Committee was extended from two to three Non-Voting Members to ensure appropriate scrutiny.
Integration Indicators
The Performance Management Framework provides accountability against the nine National Health and Wellbeing Outcomes for adults and older people, and also includes the key national Children’s and Criminal Justice Ser-vice outcomes which relate to the ‘Scotland Performs’ National Outcomes for Scotland.
Local measures are included in this Framework to further strengthen and support strategic planning and service delivery and evidence performance against national outcomes.
Freedom of Information Policy
The Freedom of Information (Scotland) Act 2002 (usually known as FOISA or FOI) aims to increase openness and accountability in government and across the public sector by making sure that people have the right to access information held by Scottish public authorities. This includes environmental information which is covered by the Environmental Information (Scotland) Regulations 2004 (known as the EIRs). FOI and the EIRs therefore apply to all recorded information held by the Integration Joint Board for Orkney, (with the exception of personal information).
The Integration Joint Board is a Scottish Public Authority for the purposes of FOI legislation.
This Policy provides advice and guidance to staff that are responsible for handling FOI requests, but is also aimed at members of the public who want to understand their rights and know what to expect, under the Integration Joint Board’s policy.
In light of the Integration Joint Board having delegated responsibility for the delivery of a wide range of services within Adult and Children’s Social Care and Health Services, an FOI request may be more appropriately dealt with through either NHS Orkney or Orkney Islands Council’s FOI policies, unless it is a request concerned directly with information held by the Integration Joint Board.
The Act is overseen by the Scottish Information Commissioner, who has the power to issue enforcement notices and, if needs be, initiate court proceedings to ensure compliance.
Role Descriptors
The Integration Joint Board identified the need to develop local Role Descriptors for it’s Members to support understanding of Members and create a unified and shared vision of the role. Risk Management
The Integration Joint Board is required to have an approved Risk Management Strategy which ensures processes are in place to identify significant risks to its corporate objectives.
Records Management
Records management is an essential part of enabling the Board to achieve priority outcomes that reflect what is most important to the people and communities of Orkney. The Board will maintain a Records Management Plan, policies, procedures and practices across all its service areas
Directions
The Public Bodies (Joint Working) (Scotland) Act 2014 requires Integration Joint Boards (IJBs) to make Directions to the Council and/or Health Board.
