Metal Dealer's Licences
Metal dealers in Orkney require a licence from the Council under the Civic Government (Scotland) Act 1982 for any premises which would be used for dealing in or processing metal.
Metal details who buy and sell on a door-to-door basis must hold an Itinerant Metal Dealer's Licence issued by a Scottish Local Authority under the Civic Government (Scotland) Act 1982. This licence is valid throughout Scotland.

HMRC Tax Checks
From 2 October 2023 in Scotland, applicants for metal dealers' or itinerant metal dealers' licences need to complete tax checks with HM Revenue and Customs (HMRC).
New applicants require to confirm that they are aware of their tax responsibilities.
Applicants for renewal require to provide a valid Tax Check Code as part of their application. If this is not provided, the Council cannot process the application.
