Devolution
Literally, the transfer or delegation of power to a lower level, especially by central government to local or regional administration. An example is the powers of authority granted to Scottish Parliament by the UK. Ideally devolution puts power closer to citizens and opens a dialogue for local factors to be considered in decision-making. Devolution is an evolutionary process of decentralisation.
