Following the Scottish independence referendum this 2014 nonpartisan working group delivered a set of recommendations for devolution of powers to the Scottish Parliament; among these was that responsibility for management of Crown Estate assets--including seabed and fishing rights, and revenue generated from them--be transferred in the first case, with further aims to delegate such authority to local Island Councils.
