Local Marine Asset Management Pilot Programme
Even though everyone is familiar with the concept of land ownership, many people are surprised to learn that the seabed and foreshore around the UK are also owned and require permission before anyone can use it.
Crown Estate Scotland is the public corporation of the Scottish Government responsible for managing property of the Scottish Crown Estate, which includes coastal and seabed holdings out to 12 nautical miles.
In keeping with national aims and practice, the Orkney Islands Marine Assets Pilot programme considers how local values might be integrated during the decision processes for new seabed agreements by:
- recognising traditional and progressive uses of the sea
- valuing biodiversity through scientific research and environmental protection
- considering sustainable development commitments
- consulting local stakeholders
- reporting marine development decisions and activities transparently

- Orkney Islands Council Pilot Officer will deliver an Orkney Seabed Agreement Feedback Form to both you and Crown Estate Scotland with comments or recommendations about your project.
Crown Estate Scotland may use their discretion whether to include Orkney Islands Council Pilot Officer in initial discussions with you.
Crown Estate Scotland exclusively retains all rights and final decisions on seabed agreement decisions and specific tenancy agreement negotiations.
