OIC winter treatment contracts

If you are a contractor or farmer with plant equipment for hire that could assist during periods of extreme weather, planned or reactive road maintenance works, then the Council is keen to hear from you. 

Whilst helping the community in times of need – such as significant snowfall – the Council also want to make sure those helping are properly recompensed. 

Following feedback, the invitation to quote process has been made even easier for folk to complete.

You can also apply directly via Public Contracts Scotland www.publiccontractsscotland.gov.uk Hard copies of the application forms are also available at both Customer Services receptions in Kirkwall and Warehouse Buildings in Stromness. Applications should be made by 12noon Friday 7 March. 

The forms have been streamlined with the key information required – the type of machinery/plant you have available, the kind of work you can help with and the area you would be able to cover. 

The Council’s Corporate Director of Neighbourhood Services and Infrastructure, Hayley Green, said: “The farming community, and other local contractors, have provided a fantastic service to Orkney, going over and above to assist the Council’s own roads crews when, for example, we have been overwhelmed by extreme weather, such as in spells of heavy snowfall and associated clear up operations. 

“This framework is to formalise what happens in these instances and to ensure those helping are recompensed appropriately. We are keen to have many more operators, farmers and plant hirers on board to allow us to cover as many areas of Orkney as possible for occasions when this kind of work may be required. 

“Having a framework in place will enable us to compile a list of parties, their equipment and expertise that we can call on as needed. That way, we know exactly who and how to get in touch with folk depending on any potential situations that may unfold.  

"Particularly in terms of the isles, it may be easier, quicker and more cost effective to have a suitable person on an island do a piece of roads engineering works rather than making arrangements to send across kit and staff across from the Mainland. Again, in periods of extreme weather, we would hope to have a list of suitable people to call on to help.” 

The contract is due to start on 1 April 2025 for 12 months.
