Change to deadlines for submitting planning representations

Date: 7 September 2023

The Council has simplified the arrangements for representations to planning applications, whether objections, letters of support, or other representations.

Any party wishing to make a valid representation must ensure it is received by the Council before the expiry of any statutory notification or publication period (notified neighbours or newspaper publication) or, where no such period exists, within 21 days of publication of the weekly list, whichever is the later.

The ‘weekly planning lists’ are published on the Council website (as an option in the online Application Search and Submission tool).

The change recently received approval from Scottish Ministers, having been through Full Council in July.

Previously, the deadline for representations was linked to the committee cycle and therefore subject to change, whereas now it is linked to the statutory processes at the beginning of an application.

Roddy Mackay is Head of Planning and Community Protection for Orkney Islands Council: “Requiring early submission of representations is a change supported by applicants, councillors and officers alike. It provides greater certainty for all parties earlier in the process, making it more manageable for all.”
