Harbours Masterplan Planning Documents Go Live

Planning application documents – including Environmental Impact Assessments -  have been submitted by Orkney Islands Council for Scapa Deep Water Quay and a logistics base at Hatston pier.

Both projects are part of Orkney Islands Council's Harbours Masterplan which aims to develop harbour infrastructure in Orkney that could support shipping, marine development, offshore wind, offshore decommissioning activities and support for current and future energy sector developments.

Whilst a decision is yet to be taken by Elected Members on whether to go ahead with either Scapa Deep Water Quay or the Hatston Logistics Base, taking them through planning now means that the projects would be in a position to progress quickly if planning permission is granted, a decision is made to go ahead and a suitable funding package is established.

Marine licence and dredging applications have also been submitted to the Scottish Government's Marine Directorate for both projects.

Both elements of the project were subject to pre-application consultation processes in 1 December 2022 and 8 February 2023 respectively.

Comments can be submitted in writing, either by email to planning@orkney.gov.uk, online through the Planning Portal or by post to: Development Management, Council Offices, School Place, Kirkwall, KW15 1NY.

The consultation period will run for 30 days up to 29 October 2023

The applications will be determined by the Full Council rather than the Planning Committee, as the projects are deemed to be of national significance.

Any representations should be made to the Scottish Ministers in writing by email to: MS.MarineLicensing@gov.scot or by post to Marine Directorate - Licensing Operations Team, Scottish Government, 375 Victoria Road, Aberdeen, AB11 9DB, identifying the proposed development and specifying grounds for the representation.
