Council Appoints Corporate Director for Neighbourhood Services and Infrastructure

Orkney Islands Council has appointed a new Corporate Director for Neighbourhood Services and Infrastructure.

Hayley Green takes up the post as part of a refresh of the Council’s corporate management structure, coming as the organisation strives to improve its performance, deliver on its ambitious priorities and improve confidence in the organisation across staff, partner organisations and the public.

Hayley's remit will cover ‘neighbourhood services’ like roads and waste management, ‘planning and community protection services’ like planning and environmental health, and IT, property and facilities.

The Council's Corporate Directors will provide leadership, vision and strategic direction across all Council services as part of the Corporate Management Team. Their focus will be on driving change and innovation and delivering sustained improvement in the Council’s performance.

Commenting on her appointment, Hayley said: "I’m absolutely delighted to be joining the Corporate Leadership Team as Corporate Director for Neighbourhood Services and Infrastructure. I’ve been working with most, although not all of, these teams since August and I’ve relished the opportunity to support our operational teams as they deliver their very challenging work programme.

"I’ve also spent a good deal of time listening and talking to Community Groups and am looking forward to strengthening that relationship over the next few months.

"I first came to Orkney in 2005 to visit friends who had come to live in Papa Westray and decided that if I could, I wanted to live and work here. After many visits, I started with OIC in October 2014 as Head of Service for Buildings and Facilities and since then have been involved in leading many changes across the Council. 

“My proudest, and most challenging, moment has been working with my teams in the build-up, and immediate response, to COVID-19.”

Congratulating Hayley on her appointment, Council Convener Harvey Johnston said: “Although Hayley has been with the Council for a relatively short period of time, she has made a tremendous impact across a number of council services. She has an impressive track record of implementing changes and improvements and I wish her luck in her new role.”

Interim Chief Executive John Mundell said; “Hayley's leadership skills absolutely came to the forefront during the pandemic, where she exhibited resilience, fortitude and an exemplar focus on local communities.

“These attributes will be crucial in the coming months as the Council goes through a vital period of change – and I have no doubt Hayley's stellar work will be central to that.”

Interviews for a Head of Service for Enterprise and Economic Growth, will take place next week.
